Any railroad corporation or association organized for the purpose shall have the right to
construct and operate a railroad between any points within this State or elsewhere, and to connect
at the State line or elsewhere with the railroads of other States; and, under such terms, order, or
permission as may be granted in each instance by the commission, shall have the right to cause
its road to intersect, connect with, or cross any other railroad.
