Time of assembly
The Senate and House of Representatives shall meet biennially on the first Wednesday after the first Monday in February next after their election, unless a different day shall be provided by law; and when assembled, shall be denominated the General Assembly. Neither house shall proceed upon public business unless a majority of all the members are actually present.

Be it ordained by the Delegates of the people of North Carolina, in Convention assembled, and it is hereby ordained by the authority of the same, That the forty-sixth section of the Constitution of this State be so amended as to insert, after the word “seconded” in the fourth line of said section, the words “by one-fifth of the members present.”
That neither house of the General Assembly shall proceed upon Public business; unless a Majority of all the Members of such house are actually present and that upon a Motion made and Seconded the Yeas and Nays upon any Question shall be taken and entered on the Journals, and that the Journals of the Proceedings of both houses of the General Assembly shall be printed and made Public immediately after their Adjournment.
