Initiation of criminal proceedings; twice in jeopardy; eminent domain
Except as hereinafter provided no person shall, for any indictable offense, be proceeded against criminally by information, except in cases arising in the land or naval forces, or in the militia, when in actual service, in time of war or public danger, or by leave of the court for oppression or misdemeanor in office. Each of the several courts of common pleas may, with the approval of the Supreme Court, provide for the initiation of criminal proceedings therein by information filed in the manner provided by law. No person shall, for the same offense, be twice put in jeopardy of life or limb; nor shall private property be taken or applied to public use, without authority of law and without just compensation being first made or secured.

No person shall, for the same offence, be twice put in jeopardy of life or limb; nor shall any man’s property be taken or applied to public use, without the consent of his representatives, and without just compensation being made.
VIII.
That every Member of Society hath a right to be protected in the Enjoyment of Life, Liberty and Property, and therefore is bound to Contribute his proportion towards the Expence of that Protection and yield his personal Service when necessary or an equivalent thereto. But no part of a Mans property can be justly taken from him or applied to public Uses without his own Consent, or that of his Legal Representatives. Nor can any Man who is conscientiously Scrupulous of bearing Arms be justly compelled thereto, if he will pay such equivalent, Nor are the People bound by any Laws, but such as they have in like manner assented to for their common good.
