Whenever the legislative assembly of the state of Oregon shall provide by law the means and method therefor, the legal voters of any county in this state by majority vote of such electors who shall vote thereon at any legally called election, hereby are authorized to adopt a county manager form of government, and thereupon any and all of the county offices, whether the same shall be provided for by the constitution or otherwise provided for by law, may be abolished and their powers and duties vested in an elective commission and a county manager elected or appointed in the manner provided by law.
