Section 5.

The Legislative Assembly shall enact legislation to carry out the provisions of this Article. This Article supersedes any conflicting provision of a county or city charter or act of incorporation.

Summary: Permits state bonded indebtedness, limited to 1 1/2% true cash value of property in the state, to create Water Development Fund, funding loans for irrigation and drainage projects and water development projects
