After this section becomes effective, no cash bonus shall be paid. No loans shall be made after June 30, 1938. Refunding bonds may be issued and sold to refund any bonds issued under authority of section 1 of this article. There may be issued and outstanding at any one time bonds aggregating the amount authorized by said section 1, but at no time shall the total of all bonds outstanding, including refunding bonds, exceed the amount so authorized.
