If, upon the canvass of votes cast at such election a majority of the votes cast are in favor of such agreement, the said board of directors or board of supervisors shall, by resolution, declare that it deems it desirable that an agreement shall be entered into with the state of Oregon for the payment by the state of Oregon of interest for any one or more of the- first five years of any contemplated or outstanding bonds of said district, and a' certified copy of such resolution shall be forthwith filed with the said commission.
