Farm and Home Loans to Veterans

Section 3.

No person shall receive money from the Oregon War Veterans’ Fund except the following:
(1) A person who:
(a) Resides in the State of Oregon at the time of applying for a loan from the fund;
(b) Is a veteran, as that term is defined by Oregon law;
(c) Served under honorable conditions on active duty in the Armed Forces of the United States; and
(d) Satisfies the requirements applicable to the funding source for the loan from the Oregon War Veterans’ Fund.
(2)(a) The spouse of a person who is qualified to receive a loan under subsection (1) of this section but who has either been missing in action or a prisoner of war while on active duty in the Armed Forces of the United States even though the status of missing or being a prisoner occurred prior to completion of a minimum length of service or [residence set forth in subsection (1) of this section] the person never resided in this state, provided the spouse resides in this state at the time of application for the loan.
(b) The surviving spouse of a person who was qualified to receive a loan under subsection (1) of this section but who died while on active duty in the Armed Forces of the United States even though the death occurred prior to completion of a minimum length of service or the person never resided in this state, provided the surviving spouse resides in this state at the time of application for the loan.
(c) The eligibility of a surviving spouse under this subsection shall terminate on the spouse’s remarriage.
(3) As used in this section, “active duty” does not include attendance at a school under military orders, except schooling incident to an active enlistment or a regular tour of duty, or normal military training as a reserve officer or member of an organized reserve or National Guard unit.

No person shall receive money from the Oregon War Veterans’ Fund except the following:
(1) A person who:
(a) Resides in the State of Oregon at the time of applying for a loan from the fund;
(b) Served honorably in active duty, other than active duty for training, in the Armed Forces of the United States:
(A) For a period of not less than 210 days or who was, prior to completion of such period of service, discharged or released from active duty on account of service- connected injury or illness; or
(B) In a theater of operations for which a campaign or expeditionary ribbon or medal is authorized by the United States;
(c) Has been honorably separated or discharged from the Armed Forces of the United States or has been furloughed to a reserve; and
(d) Makes application for a loan within the 30-year period immediately following the date on which the person was released from active duty in the Armed Forces of the United States,
(2) (a) The spouse of a person who is qualified to receive a loan under subsection (1) of this section but who has either been missing in action or a prisoner of war while on active duty in the Armed Forces of the United States even though the status of missing or being a prisoner occurred prior to completion of the minimum length of service or residence set forth in subsection (1) of this section, provided the spouse resides in this state at the time of application for the loan.
(b) The surviving spouse of a person who was qualified to receive a loan under subsection (1) of this section but who died while on active duty in the Armed Forces of the United States even though the death occurred prior to completion of the minimum length of service or residence set forth in subsection (1) of this section, provided the surviving spouse resides in this state at the time of application for the loan.
(c) The eligibility of a surviving spouse under this subsection shall terminate on his or her remarriage.

No person shall receive money from the Oregon War Veterans’ Fund except the following:
(1) A person who:
(a) Resides in the State of Oregon at the time of applying for a loan from the fund;
(b) Served honorably in active duty in the Armed Forces of the United States for a period of not less than 210 days, any part of which occurred between September 15, 1940, and December 31, 1976 or who was, prior to completion of such period of service, discharged or released from active duty on account of service-connected injury or illness;
(c) Has been honorably separated or discharged from the Armed Forces of the United States or has been furloughed to a reserve; and
(d) Makes application for a loan either within the 30-year period immediately following the date on which the person was released from active duty in the Armed Forces of the United States, or not later than January 31, 1985, whichever occurs last.
(2)(a) The spouse of a person who is qualified to receive a loan under subsection (1) of this section but who has either been missing in action or a prisoner of war while on active duty in the Armed Forces of the United States even though the status of missing or being a prisoner occurred prior to completion of the minimum length of service or residence set forth in subsection (1) of this section, provided the spouse resides in this state at the time of application for the loan.
(b) The surviving spouse of a person who was qualified to receive a loan under subsection (1) of this section but who died while on active duty in the Armed Forces of the United States even though the death occurred prior to completion of the minimum length of service or residence set forth in subsection (1) of this section, provided the surviving spouse resides in this state at the time of application for the loan.
(c) The eligibility of a surviving spouse under this subsection shall terminate on his or her remarriage.

No person shall receive money from the Oregon War Veterans’ Fund except the following:
(1) A person who:
(a) Resides in the State of Oregon at the time of applying for a loan from the fund;
(b) Served honorably in active duty in the Armed Forces of the United States for a period of not less than 210 days, any part of which occurred between September 15, 1940, and December 31, 1976 or who was, prior to completion of such period of service, discharged or released -from active duty on account of service-connected injury or illness;
(c) Was a resident of the State of Oregon at the time of enlistment, induction, warrant or commission or has been a bona fide resident of the State of Oregon for at least five years since the date of discharge, separation or release from active duty;
(d) Has been honorably separated or discharged from the Armed Forces of the United States or has been furloughed to a reserve; and
(e) Makes application for a loan either within the 30-year period immediately following the date on which the person was released from active duty in the Armed Forces of the United States, or not later than January 31, 1985, whichever occurs last.
(2) (a) The spouse of a person who is qualified to receive a loan under subsection (1) of this section but who has either been missing in action or a prisoner of war while on active duty in the Armed Forces of the United States even though the status of missing or being a prisoner occurred prior to completion of the minimum length of service or residence set forth in subsection (1) of this section, provided the spouse resides in this state at the time of application for the loan.
(b) The surviving spouse of a person who was qualified to receive a loan under subsection (1) of this section but who died while on active duty in the Armed Forces of the United States even though the death occurred prior to completion of the minimum length of service or residence set forth in subsection (1) of this section, provided the surviving spouse resides in this state at the time of application for the loan.
(c) The eligibility of a surviving spouse under this subsection shall terminate on his or her remarriage.
Paragraph 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at either the next special election to be held throughout this state or at a special election held throughout this state on the same date as the next regular primary election, whichever occurs first.

No person shall be eligible to receive money from the Oregon War Veterans' Fund except the following:
(1) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States, for a period of not less than 90 days any part of which occurred between September 15, 1940 and July 25, 1947, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1965, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons justified under this subsection after January 31, 1980.
(2) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States for a period of not less than 90 days any part of which occurred between June 25, 1950, and January 31, 1960, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1965, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons qualified under this subsection after January 31, 1988.
(3) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably on active duty in the Armed Forces of the United States for a period of not less than 210 days, any part of which occurred subsequent to January 31, 1960, or who was prior to completion of such period of service, discharged or released from active duty on account of service-connected injury or illness; who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and May 1, 1977; and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loan shall be made to a person qualified under this subsection unless application for the loan is made within 20 years after the date the person separates or is discharged from the service or is furloughed to a reserve.
(4) (a) The spouse of a person who is qualified to receive a loan under subsection (1), (2) or (3) of this section but who has either been missing in action or a prisoner of war while on active duty in the Armed Forces of the United States even though the status of missing or being a prisoner occurred prior to completion of the minimum length of service or residence set forth in subsection (1), (2) or (3) of this section, provided the spouse resides in this state at the time of application for the loan.
(b) The surviving spouse of a person who was qualified to receive a loan under subsection (1), (2) or (3) of this section but who died while on active duty in the Armed Forces of the United States even though the death occurred prior to completion of the minimum length of service or residence set forth in subsection (1), (2) or (3) of this section, provided the surviving spouse resides in this state at the time of application for the loan.
(c) The eligibility of a surviving spouse under this subsection shall terminate on his or her remarriage.

No person shall be eligible to receive money from the Oregon War Veterans' Fund except the following:
(1) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States, for a period of not less than 90 days any part of which occurred between September 15, 1940 and July 25, 1947, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1952, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons justified under this subsection after January 31, 1980.
(2) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States for a period of not less than 90 days any part of which occurred between June 25, 1950, and January 31, 1960, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1965, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons qualified under this subsection after January 31, 1988.
(3) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably on active duty in the Armed Forces of the United States for a period of not less than 210 days, any part of which occurred subsequent to January 31, 1960, or who was prior to completion of such period of service, discharged or released from active duty on account of service-connected injury or illness; who was at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon; and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loan shall be made to a person qualified under this subsection unless application for the loan is made within 20 years after the date the person separates or is discharged from the service or is furloughed to a reserve.
(4) (a) The spouse of a person who is qualified to receive a loan under subsection (1), (2) or (3) of this section but who has either been missing in action or a prisoner of war while on active duty in the Armed Forces of the United States even though the status cf missing or being a prisoner occurred prior to completion of the minimum length of service or residence set forth in subsection (1), (2) or (3) of this section, provided the spouse resides in this state at the time of application for the loan.
(b) The surviving spouse of a person who was qualified to receive a loan under subsection (1), (2) or (3) of this section but who died while on active duty in the Armed Forces of the United States even though the death occurred prior to completion of the minimum length of service or residence set forth in subsection (1), (2) or (3) of this section, provided the surviving spouse resides in this state at the time of application for the loan.
(c) The eligibility of a surviving spouse under this subsection shall terminate on his or her remarriage.

No person shall be eligible to receive money from the Oregon War Veterans' Fund except the following:
(1) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States, for a period of not less than 90 days any part of which occurred between September 15, 1940 and July 25, 1947, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1950, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons justified under this subsection after January 31, 1980.
(2) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States for a period of not less than 90 days any part of which occurred between June 25, 1950, and January 31, 1955, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1960, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons qualified under this subsection after January 31, 1988.
(3) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably on active duty in the Armed Forces of the United States for a period of not less than 210 days, any part of which occurred subsequent to January 31, 1955, or who was prior to completion of such period of service, discharged or released from active duty on account of service-connected injury or illness; who was at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon; and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loan shall be made to a person qualified under this subsection unless application for the loan is made within 20 years after the date the person separates or is discharged from the service or is furloughed to a reserve.

No person shall be eligible to receive money from said fund except the following:
(1) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States, for a period of not less than 90 days between September 15, 1940 and December 31, 1946, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1950, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons justified under this subsection after January 31, 1980.
(2) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States for a period of not less than 90 days between June 25, 1950, and January 31, 1955, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1960, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve. No loans shall be made to persons qualified under this subsection after January 31, 1988.

No person shall be eligible to receive money from said fund except the following:
(1) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States, for a period of not less than 90 days between September 1, 1940, and September 2, 1945, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1950, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve.
(2) Any person who resides in the State of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the Armed Forces of the United States for a period of not less than 90 days between June 25, 1950, and the cessation of the present national military emergency as determined and proclaimed by the Governor of the State of Oregon, who was either at the time of his enlistment, induction, warrant or commission a resident of the State of Oregon or who has been a bona fide resident of the State of Oregon for at least two years after the date of his separation from aforementioned service, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve.

No person shall be eligible to receive money from said fund except the following:
Any person who resides in the state of Oregon at the time of applying for a loan from said fund, who served honorably in active duty in the army, navy or marine corps of the United States, or in any auxiliary corps thereof for a period of not less than 90 days between September 1, 1940, and September 2, 1945, who was either at the time of his enlistment, induction, warrant or commission a resident of the state of Oregon or who has been a bona fide resident of the state of Oregon for at least two years between the date of his separation from aforementioned service and December 31, 1950, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve.

No person shall be eligible to receive money from said fund except the following:
Any male or female who is enlisted, inducted, warranted or commissioned on and after September 1, 1940, and who has served honorably in active duty in the army, navy, marine corps of the United States, or any auxiliary corps thereof for a period of not less than 90 days after mobilization for and before the end of actual hostilities with any of the axis powers, and who, at the time of entering into such service, was a resident of the state of Oregon, and who has been honorably separated or discharged from said service, or who has been furloughed to a reserve, shall be entitled to benefits from said fund.
