(1) All public institutions of this state, other than public institutions located outside Marion County prior to November 1, 1958, shall be located in Marion County; except that an Act of the Legislative Assembly which is ratified by a majority of the votes cast thereon at the next general election held after passage of such Act may order the location of any public institution to be outside Marion County.
(2) The Legislative Assembly may alter, reduce, enlarge or terminate the use or purpose of any public institution located outside Marion County at any time after 10 years from the date of the general election at which the location of the institution outside Marion County was ordered.
