Seat of Government to Be Determined by Vote of People

The Legislative Assembly shall not have power to establish a permanent seat of Government for this State; But at the first regular session after the adoption of this Constitution the Legislative Assembly shall provide by law for the submission to the electors, of this State, at the next general election thereafter. The matter of the selection of a place for a permanent seat of government, and no place shall ever be the seat of government under such law, which shall not receive a majority of all the votes cast on the matter of such selection.
