State examiner

A State Examiner, who shall be a skilled accountant shall be appointed by the Governor, by and with the advice and consent of the Senate, for a term of two years. The State Examiner shall examine the books and accounts of such public officers, and perform such other duties, and have such other powers, as may be prescribed by law.
